Notice how the judging and assembly is being done in the horse loading area (in the corner of one photo, you can even see that the Rivendell flag was tied to the horse sign post!). Notice how the roads are all still gravel! Notice how the huge tree on Barad-dûr is barely a sapling! Notice how there's not a single person I recognize!
